This paper was written over a period of several years of senseless student school shootings.  The frustration and empathy that we all felt caused me to search my heart and mind for ‘some’ solution.  After about the 5th shooting, my years of experience on the Boeing Apache program finally gave me a vision.  Boeing uses Risk Management tools and failure analysis processes to minimize the chance for failure on every component and system of every air vehicle.  Over a period of years talking to counselors, engineers, teachers, administrators, etc., this paper was written and improved.  It still needs a detailed final review from a much broader audience, but here is the start.
